When illness, accidents, unemployment, disasters, or other emergencies place a family under financial pressure, we provide appropriate support through referrals, document review, visits, and needs assessment.
Direct applications from individuals are generally not accepted.
Applicants must be referred by a government agency, social welfare organization, medical institution, school, or another service provider, with information explaining the household situation, emergency, and need for referral.
If you or a family member is facing an emergency, first contact your district office, social welfare service center, hospital social work office, school counseling unit, or an organization currently assisting you.
We primarily support families experiencing hardship due to accidents, illness, unemployment, family crises, or other emergencies.
After receiving an application, we review household circumstances, the emergency, existing benefits and resources, previous assistance, and current needs to determine whether the case meets our service principles.
Cases accepted after initial review proceed to a visit. We then decide whether and how to provide assistance based on the application, visit findings, urgency, and available resources.
We accept referrals from the following organizations.
The referring organization should first understand the household situation, help complete our Social Assistance Application, and explain the case, reason for referral, and actual needs.
After completing the form, the referring organization must stamp the designated field with its official and staff seals, verify the information, and mail the paper application with supporting documents to the Foundation.
The process has six steps. Timing depends on document completeness and the urgency of the case.
The applicant explains the household's difficulties and needs to a government, welfare, medical, school, or other relevant organization.
The referring organization reviews the household situation and helps submit a social assistance referral.
The referring organization helps complete our Social Assistance Application and submits it with the referral, privacy consent, and supporting documents.
We review household circumstances, the emergency, existing benefits and resources, previous assistance, and current needs. Accepted cases proceed to a visit; if information is incomplete, we contact the relevant people for additional documents.
Once a case is accepted for assessment, we arrange a visit to understand the family's circumstances, emergency, current resources, and actual needs.
We decide whether and how to provide assistance based on the application, visit findings, urgency, and available resources. The referring organization, applicant, or primary contact will be notified as appropriate.

We may ask the referring organization, applicant, or primary contact for additional information as needed.
Submitting an application does not guarantee assistance.
We first review the documents and assess whether to accept the case; not every application receives a visit.
Only accepted cases proceed to a visit and needs assessment.
Acceptance for assessment does not mean assistance has been approved.
Any assistance, amount, or form of support is determined through a comprehensive review of the application, visit findings, household needs, urgency, and available resources.
Existing welfare or community support is considered in the assessment, and we may offer other services or referral recommendations.
After a case is accepted, we may arrange a visit to understand the household's circumstances, living environment, and actual needs.
If photographs of the living environment are needed, we explain their purpose and use in advance and take them only after receiving consent.
Images of the living environment are used only for case assessment, assistance review, and internal service records, not for publicity, fundraising, or other purposes.
Photography is limited to what the assessment requires, while avoiding unrelated personally identifiable information.
Any future public use of living-environment photos, portraits, or identifiable images requires a separate explanation and separate consent from the person concerned or their legal representative.
Consent to public use of portraits or photographs does not affect the application, review, or assistance decision.
Applicants must submit our Personal Data Notice and Consent Form with the application.
Personal data collected during application, review, and visits is used only to process the case, communicate, assess needs, provide assistance, and deliver follow-up services.
Data is handled under applicable personal data protection requirements and our internal policies. Access is limited to personnel who need it for the case, all of whom must maintain confidentiality.
If images are needed during a visit, we explain this and obtain consent first. Images are limited to case assessment and internal records; public or other use requires separate consent.
